There are rumors that some patients escaped from the quarantine area and they're now hiding with normal people. Some of them cover their faces with masks and and keep a low profile. There are some cases that are well known, but no one is completely sure if they really suffered from fungal disease or if there's some other reasons why they wear a mask.
They can also be patients who have managed to overcome the fungal disease completely, but their faces have suffered some cosmetic damage. They may also have suffered severe brain damage and I recommend to be careful near them because they can behave unpredictably.
