It is important to note that tone that the Employer takes with the player during this sequence, that being angry and impatient. The Employer demands that the player answer the phone and asks rhetorically "Is it so hard to answer the phone?!" Implying that the Employer has been trying to contact the player for a while now but has failed to get an answer back from them.

It is worth adding that, the area where the player is seen talking to the Employer when experiencing a flashback after being photographed by Eliana, where the Employer details that they are setting up "The device", is very similar to the area that is seen when creating the character in the menu before starting a new game. The same white flash visual effect and sound effect that result in the flashback from Eliana's camera, also play when first creating a new protagonist and starting a new game. This could be because "The device" that was being setup perhaps displayed similar behavior thus resulting in the protagonist having a flashback to it after Eliana photographs them.
