The Stalburg Central Water Plant is an underground fresh water treatment facility that serves as the primary supplier of fresh water in Stalburg. The facility is fed by water supplied by the Bergmann Water Tunnels, though it also has an auxiliary water feed used in the event of an insufficient supply from the tunnels. The facility also contains an illegally installed flushing line assembly which flushes raw sewage into various phases of treatment.

Locations

Raw water pool

The raw water pool is a large concrete containment pool used to hold the outflow from the Bergmann Water Tunnels. During normal operation, water held in the pool is then pumped to the coagulation phase via four large pumps, though the water can be pumped directly to the flocculation phase in the event it is necessary to bypass the coagulation pool. The water pool also contains one of the two flushing line outflows.

Flocculation

The flocculation pools are the second phase of water treatment, and the first visible phase of treatment. The flocculation phase is divided between three separate pools- the larger main pool is used during regular operation, and the two smaller auxiliary pools are used as backup treatment pools in the event that there is an issue with the main pool. The main treatment pool is fed by four independently operatable water pumps, which can be activated independently depending on the plant's load. The main pool also contains the second flushing line outflow, which tends to cause the main pool to become contaminated. The auxiliary pools have significantly reduced capacity, and are operated only in the event the main pool fails or becomes contaminated. Unlike the main pool, the auxiliary pool can bypass the sedimentation phase, and be pumped directly to the filtration phase.

Next to the flocculation pool is a service tunnel designed for carrying natural gas to the water plant. The fire alarm system is tied into this tunnel, and the tunnel can be sealed by a blast door in the event of an explosion.

Also adjacent to the flocculation pool is the raw water feed lines. The raw water can either be piped into the coagulation tank or piped directly to the filtration phase. Furthermore, the second set of diverter valves for the flushing line are accessible from the flocculation pool.

Sedimentation and disinfection

The sedimentation phase is spread across 4 sedimentation pools, each fed by a separate water pump. The water is subsequently pumped to the filtration phase. The disinfection phase consists of 4 chemical tanks which are fed into the outflow line before the water is pumped into the city water supply.

The sedimentation and disinfection phases are located adjacent to a large general service area, which contains various utilities related to the plant's functionality. Accessible here is the first set of diverter valves for the flushing line (which controls the flow to the flushing line outflow located in the raw water pool), as well as a small pump station used to assist the flushing process. The bypass valves for the sedimentation phase can also be found here.

Additionally, the service area connects to the network of minitrain tunnels. The area contains a small network of sidings used for loading and unloading various materials.

Control center

The control center is located adjacent to the main flocculation pools, and contains the main controls for the water plant along with housing the various personnel related facilities. The first floor contains an employee sauna and locker room, a set of one-person restrooms, and the main controls for the facility's fire alarm system. The first floor is also the only floor from which the sedimentation and disinfection phases can be accessed. The plant's main control room is located on the second floor, and personnel offices can be found scattered throughout the second and third floors. A laboratory is located on the fourth floor, and the exit to the plant is located on the fifth, though these floors are never visited.
