Tenements is a map inside of Turnip Hill, which is an affordable housing project funded by Walter Co. and was later adopted into the district of Open Sewer. Turnip Hill is closed place with its own economy and strictly controlled access in and outside of the area. Homeless people, lower class and political opponents are transferred here. == Gameplay ==
Turnip Hill became overpopulated, with the government sending more and more homeless people, without acknowledging any of the requests to expand housing for the new residents.  
There are two ways to get inside of Turnip Hill. One way is to get inside a large shed when you continue down the blocked road and take the 6-pack of beer, which you can give the man at border inspection. The other way is to have saved Robin at the start of Act 3 and ring on Rob's doorbell. Rob will then ask the man at border inspection to let Mark in.<br>
Once inside, Mark has to collect OC coins to get up to floor 4 on an elevator, which has a doorway in which Mark needs 2 OC to access. After Mark gets through there, he can go into one tenement's bathroom which has a hole in its wall to another tenement. Next, Mark needs to lower an drawbridge and get a Purple Card from some broken windows on the outside of other rooms. With the Purple Card, Mark rides down an elevator, goes down some stairs, and eventually reaches a funeral home in which he needs to throw out a bag of bio-waste in order to access.

The Underground City, a popular myth in Stalburg, can be accessed through Turnip Hill's metro. Mark needs to gather 99 OC (which takes a while) and needs to get a passport from Passmore's apartment in order to get a ticket. To get into the apartment, you need the password "passed", which is obtainable from [[Kevin Herts]]'s apartment, only accessible by keypad. The code for this keypad is located in a hidden room above the top floor of the building accessible by riding the elevator up to the top floor, sending it down one, standing on the top and pressing the up button. From the metro station, Mark takes a minitrain through a tunnel which leads to the [[city_gates|city's gates]].

It's difficult to ascertain who the letters she left in Hert's apartment were addressed to, but she provided them with the password to purchase passports for Open Sewer from Passmore. It's assumed they were allowed entry to the Underground City, but their fate afterword is unknown.

Abandoned and blocked off tunnels connecting the Stalburg Nuclear Power Plant to the bunker were repurposed by the homeless people occupying Turnip Hill as a metro network in Open Sewer and a single station in Turnip Hill. Mark can attempt to access the metro station, which requires 99 OS coins, and a legitimate passport from Passmore. This can be done if Mark has withdrew $1,000 from an ATM in Act 2, and found Passmore's passwored from Hert's apartment. Inside the station is a corruption photo spot, and a minitrain that leads to Open Sewer, boarding said train however will lead to the secret map, [[city gates]], and end the game prematurely.
