He utilizes the maintenance lift to access the top of the catwalk to open an outflow gate, then rapidly descends back down before it closes. A halted construction project by the Bergmann group. Excess water from the stormdrain would of led through outflow gates be stored here. Most of the equipment was left behind by the workers, and the scaffolding is still up. The cistern itself showed signs of faulty construction, concrete damage being present in several places, as well as asbestos being used in the construction.
