The crane itself is located in a garage near the rails. The crane has its controls all scrambled up. However, to even get it to turn on, requires two fuses. The first one can be found on the shelf next to the fuse box and the second one can be found at the workbench near the doors. To turn on the crane the player needs to enter the little room and flip the switch to the "ON" position. Once the crane is on, turn the knobs until the numbers are as shown.

(Top left one should be on track 1. Top middle one should be on track 3. Top right one should be on track 6. Bottom left one should be on track 2. Bottom middle one should be on track 4. Bottom right one should be on track 5)
Now the controls should operate as they should, allowing you to ram the motor into the garage doors to leave.
