Tenements is a map inside of Turnip Hill, which is an affordable housing project funded by Walter Co. and was later adopted into the district of Open Sewer. Turnip Hill is closed place with its own economy and strictly controlled access in and outside of the area. Homeless people, lower class and political opponents are transferred here. This deliberate immigration rate is so high, that there is almost no space left. The situation is getting out of control, more and more people exhibit strange behavior due to excessive usage of shrooms and Osmo Olut. Moreover, the whole place is in so bad shape, that ceiling is missing on some floors and a few sections are completely closed. The only ways out are through the metro tunnel (into the Underground City) and through a funeral home.

There are two ways to get inside of Turnip Hill. One way is to get inside a large shed when you continue down the blocked road and take the 6-pack of beer, which you can give the man at border inspection. The other way is to have saved Robin at the start of Act 3 and ring on Rob's doorbell. Rob will then ask the man at border inspection to let Mark in.<br>

With the Purple Card, Mark rides down an elevator, goes down some stairs, and eventually reaches a funeral home in which he needs to throw out a bag of bio-waste in order to access.

That night, the whole city collapsed and everything is going to be under water, including the nuclear power plant.
The Underground City, a popular myth in Stalburg, can be accessed through Turnip Hill's metro. Mark needs to gather 99OC (which takes a while) and needs to get a passport from Passmore's apartment in order to get a ticket. From the metro station, Mark takes a minitrain through a tunnel which leads to the city's gates.
Because of this, Turnip Hill governors decided to leave the place as soon as possible without releasing or warning the citizens about oncoming disaster.

Almost no health services are available, which renders in significant amount of dead bodies. Thus, Turnip Hill has its own Funeral House.
Bodies must be buried without head to avoid possible identification. <br>Remains are sometimes mixed with waste and disposed at Ribale's grill.<br>
People are trying to cure with poisonous mushrooms, although side effects are not very well observed but excessive usage is lethal.
Player can find abandoned overdosed human being in half-dead state.

Practically, the only way out is to die. There is no possibility to leave the place through the Border Inspection again and any attempt to exit using underground tunnel is terminated by deadly encounter with unknown entities.
 
Thus, Mark will ask for help at the Funeral House. Luckily, he is allowed to pass through.
