They met with a woman from Stalburg Underground that promised them entry to the Underground City. Further information can be found in Kevin J. Herts apartment, where the very same woman was studying blue mushrooms as a cure for SMV. It's difficult to ascertain who the letters she left in Hert's apartment were addressed to, but she provided them with the password to purchase passports for Open Sewer from Passmore. Mark can attempt to access the metro station, which requires 99 OS coins, and a legitimate passport from Passmore. This can be done if Mark has withdrew $1,000 from an ATM in Act 2, and found Passmore's passwored from Hert's apartment.
