To access the wasteland, you need to have called the phone number on the "missing dock" poster from Stalburg Steel. From there, you need to get inside the parking lot in the Greenwar apartment building and drink the mushroom tea on the dock. Mark can spend up to 5 minutes in Wasteland from there, he'll begin to take periodic damage. A sudden white flash will then blind him, and Mark will reawaken back in front of the dock.
