Jeff Walter is a character shrouded in mystery. He is known for rebuilding Stalburg after World War 2. Walter invested and created jobs, transforming Stalburg from rubble to a busy city filled with thousands upon thousands of citizens. Alex Hartmann has accused him of intentionally purchasing companies for rock-bottom prices and running them into the ground, as evidenced by the corruption tapes. However, in Skyscraper, a tape can be found of Walter defending himself, and claiming that corrupt officials are funneling his money and using it for their own odds and ends.
Death
Jeff Walter was shot in an unknown location on his body, presumably the head, while doing an interview in Mikhail's Villa. In the tape after Walter is shot, you can hear the voice of either Alex Hartman (confirmed by the choreography file) saying "This wasn't supposed to happen..." This shows that Walter probably killed himself.
Noclip
In the map Villa, Walter's player model can be found in a room on the top floor with the lights on. He is sitting in a chair next to his desk. However, this room is not accessible without sv_cheats_1, so it is most likely an easter egg.
