Elo is a little girl who is attempting to escape from someone with her family, Anna and Ken.
There are drawings present in isle3 that suggest that she was led into Stalburg Underground through the City Gates by Mörkö and/or someone in Stalburg Underground.
According to the document that can be found in isle3, her father is or was hiding in the Steel Factory. Her mother lost her mind (presumably to SMV.) The document also mentions that she shouldn't trust "those guys with white masks" - most likely people of the Underground City. Further information is not available at the moment.
