The crane itself is located in a garage near the rails. The crane has its controls all scrambled up. However, to even get it to turn on, requires two fuses, both of which are inside the garage. Once the crane is on, turn the knobs until the numbers are as shown

Now the controls should operate as they should, allowing you to ram the motor into the garage doors to leave.
