It is sorta a logical contradiction as to what is seen in the game, it's not as much as that the player can, but that the player is forced upon acquiring the cleaning mode, regardless whether they want or not. Also, the game uses "<level name> <level number (in Roman numerals)> structure, so 'Makeshift I' level would be correct here, yours structure implies that there are multiple levels of 'makeshift'.
