The coded notes are a series of notes found in a small underground shelter in Wasteland.
They are found taped all over a wall, and on a table next to the wall is a White Mask model with a "dirty" skin.
These appear to use the same letter-number code as the Body message, but upon closer inspection the numbers are much higher than any code that has been found so far.
