On the course of the Getting a Passport quest, you will be sent to the Bergman Tunnels by Passmore. Here you can lock pick a gate to find a character named Mike who will give you the “ Letter for Emilie Palmer ” quest. Returning to the tunnels a while later will reveal that Mike is dead. If you use the OsRat near the body, it will take you to the Other Side, talking to Mike now will grant you the key to tunnel B2. To complete the quest, you must walk to the end of the hallway and through the door at the back. Read the note on the table to finish the quest.
