Like any other storage, Safes are typically owned and taking any marked items out of them will count as theft if seen. However, a certain few safes are not owned and their items can instead be looted freely.

===Safe Cracking===
Safes can also be cracked by hearing, instead of looking for the code clues. As Player rotates the dial, each click will make a noise in a certain pitch range, the correct numbers will have their pitch range shifted to be higher than the incorrect numbers.
Due to each click having a range of pitch, correct numbers will sometimes blend in with incorrect numbers, requiring careful analysis of potential correct numbers and checking a sound of the same number multiple times.
On a whole dial, only one click will be the correct number at any time, based on the position in entere code sequence Player currently is at. Even if the previously entered number in the sequence was incorrect, the next number on that specific position that will have higher pitch range will be the correct number, meaning that Player can guess each of the 4 positions in the code independently.
While safe cracking is a viable option, most of them times it takes longer than looking for code clues in the world, additionally Players that have real-life hearing issues or use poor quality headsets may have troubles hearing any differences in pitch of entered numbers.
One strategy is to slowly cycle the dial for each position in the code several times, and write down potential numbers whose pitch was higher on a give rotation, doing it several times narrows it down to determining which is the true correct number.
